In alignment to the vision of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, to elevate the global standing of the UAE to the zenith and make Emiratis the happiest people in the world, the Supreme Legislation Committee in the Emirate of Dubai (SLC) is unwavering in its commitment to developing the legislative system in the Emirate of Dubai.

In implementation of H.H. Sheikh Mohammed's directives to achieve excellence and leadership through the collective efforts of Emiratis, the SLC has developed a legislative process guided by transparent, streamlined, and effective methodologies and procedures, aimed at improving legislative compliance, safeguarding rights, and serving the community.

Our fervent aspiration is for the UAE legislator to stand at the forefront on the global legislative landscape, working in harmonious synergy with all sectors: economic, financial, social, environmental, and healthcare, with the ultimate goal of achieving the objectives of the Emirate and implementing its strategic plans.

Discuss And Approve The General Policy For The Legislation Sector, And The SLC Strategic Plan Which Aims To Regulate Its Work And Enable It To Achieve Its Objectives, Submit These To The Executive Council For Final Approval, And Follow Up Their Implementation.
Review The Plans And Programmes Required For The Implementation Of The General Legislative Policy And Strategic Objectives Of The Emirate.
Consider And Revise, In Terms Of Form And Content, All Draft Regulatory Legislation Proposed By The Government And By Government Entities, Ensure They Do Not Contradict The Current Legislation In Force, Ensure That Legislative Provisions Are Simple, Applicable, And Aligned With The Strategic Plans Of The Emirate, Provide Relevant Opinion And Advice, And Prepare Or Approve Draft Legislation.
Submit Proposals And Recommendations With Respect To The Amendments And Updates That Must Be Made, From Time To Time, To The Legislation In Force In The Emirate To Ensure That Legislation Is In Line With The Latest Developments And Updates, And Meets The Requirements Of Development Programes In All Areas.
Form Technical Committees Comprised Of Legal Staff And Specialists Employed By Government Entities Or By Other Entities To Consider Legislation And Other Related Matters
