The Supreme Legislation Committee in the Emirate of Dubai (SLC) signed a Memorandum of Understanding (MoU) with the Legislation Committee in Ajman (LCA) to boost legal, institutional, and research performance by enhancing bilateral cooperation and sharing expertise. The MoU was signed by H. E. Ahmad Saeed bin Meshar Al Muhairi, SLC Secretary General and H. E. Abdul Rahman Ali Al Shamsi, LCA Vice Chairman.
The MoU was signed during a visit by a delegation of the LCA to the SLC head office in Dubai. According to the MoU, the scope of bilateral cooperation involves the exchange of institutional expertise and experience to strengthen the skills of the staff and legal professionals of both parties; the sharing of data to facilitate the benchmarking of the legislation drafting process; coordination and joint action in development initiatives; and participation in the events, conferences, symposia, and workshops organised by the parties.
Al Muhairi asserted that the SLC has adopted a strategy that is built on enhancing cooperation and partnership with stakeholders and institutions across all sectors, particularly the bodies that oversee the legislative process. These combined efforts are expected to aid in the development of a more flexible and sustainable legislation, and in leveraging legislative excellence as a guiding force for the development and progress of the UAE.
He added: “We are honored to sign the MoU with the LCA. This reflects the aim of both parties to expand cooperation in areas and matters of mutual interest, and to establish a strategic partnership that contributes to the development of the legislative structures and legal frameworks of both emirates. We look forward to enhancing our cooperation by sharing expertise and utilizing our technical resources and substantive legal knowledge for the development of the legislative system and the legislation examination and drafting processes."
Al Shamsi stated that the LCA, given its position as the competent local authority to examine and review legislation in Ajman, has made a conscious effort to keep up with the forward-looking vision of the UAE and the Emirate of Ajman. “Since the inception of the LCA, it has produced modern and qualitative legislation that adheres to the best international practices, thus achieving excellence and leadership in the legislative system,” he said.
He added: “We are delighted to sign the MoU with the SLC. We look forward to advancing our cooperation in sharing knowledge, studies, and research publications; in using institutional experience and initiatives; and in enhancing staff competency by taking part in the training activities and programs organised by both parties.
The MoU calls for the exchange of legal publications, studies, and research projects carried out by specialists from both parties; and for sharing expertise in the use of electronic tools and systems in the drafting of legislation. It also urges for coordinated efforts to advance legal knowledge.
Both parties have agreed to establish a joint coordinating committee, which would hold periodic meetings to develop practical plans and time frames for achieving the objectives of this bilateral cooperation and to evaluate performance under the MoU.
