The Supreme Legislation Committee 

 

The Supreme Legislation Committee in the Emirate of Dubai (SLC) was established pursuant to Decree No. (23) of 2014, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as the Ruler of Dubai. Subsequently, Law No. (14) of 2024 redefined the SLC’s powers and functions, reinforcing its commitment to achieving the vision of Dubai’s wise leadership by enhancing the Emirate’s legislative ecosystem and fostering a legal environment that encourages innovation and investment.

 

The SLC serves as the official competent entity in the Emirate of Dubai in charge of all matters related to legislation, international treaties and conventions, and memoranda of understanding and cooperation agreements concluded by the Government of Dubai or any government entity with external parties. Additionally, the SLC issues explanatory memoranda for applicable local legislation, provides legal opinions and advice, ensures legislative compliance, and represents the Government of Dubai and its entities in matters pertaining to federal legislation and international treaties and conventions. The SLC plays a pivotal role in advancing sustainable development and enhancing the global standing of both Dubai and the UAE by establishing a robust and adaptable legal framework that meets societal needs and aspirations.

 

The SLC is responsible for overseeing the drafting, review, and issuance of legislation in the Emirate of Dubai. It ensures the quality and consistency of legislation while aligning the legislative framework with Dubai’s future vision. The SLC meticulously reviews draft legislation proposed by government entities, striving to balance the protection of individual rights with public interests and to regulate diverse social and economic activities.

 

The SLC’s functions also include preparing draft legislation, conducting legislative impact assessments, and collaborating with local and international entities to advance legislative development. Its objective is to ensure that Dubai’s legislation adheres to international standards, thereby reinforcing the UAE’s global standing, particularly Dubai’s position as a leading hub for investment, while enhancing legal stability and security. Furthermore, the SLC provides legal advice and opinions to government entities, conducts legal studies and research, and organises initiatives to develop the legislative framework. It also delivers workshops and training programmes in the legislative field to build capacity and enhance expertise.

 

The SLC’s updated strategic plan for 2024–2029 outlines a comprehensive framework aimed at developing Dubai’s legislative ecosystem in alignment with the UAE’s national vision and sustainable development goals. The plan is centred on several key pillars, including enhancing the efficiency and quality of legislation while balancing economic and social development needs. A primary objective of the plan is the review and updating of existing legislation to reflect social, economic, and global changes.

 

Transparency and community engagement form a critical element of this strategic plan. The SLC organises workshops and consultative sessions with stakeholders to gather insights and suggestions on legislative matters. The plan also prioritises training and capacity-building for professionals in the legislative field by offering specialised programmes to deepen their understanding of modern legislative practices, highlighting the importance of collaboration with various government entities.

 

The SLC remains committed to leveraging technology in the legislative process, developing the skills and capabilities of the national workforce, fostering collaborations with local and international entities, and prioritising innovation throughout the legislative process.
