Concerning the Dubai Digital Authority[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,
After perusal of:
Law No. (3) of 2003 Establishing the Executive Council of the Emirate of Dubai;
Law No. (8) of 2013 Concerning Human Resource Management of Directors General in the Government of Dubai and its amendments;
Law No. (26) of 2015 Regulating Data Dissemination and Exchange in the Emirate of Dubai;
Law No. (1) of 2016 Concerning the Financial Regulations of the Government of Dubai, its Implementing Bylaw, and their amendments;
Law No. (13) of 2016 Concerning the Judicial Authorities in the Emirate of Dubai and its amendments;
Law No. (1) of 2021 Establishing the Dubai Digital Authority;
Law No. (5) of 2021 Concerning the Dubai International Financial Centre;
Law No. (9) of 2022 Regulating the Provision of Digital Services in the Emirate of Dubai;
Law No. (23) of 2023 Concerning the Digital Dubai Government Establishment;
Law No. (24) of 2023 Establishing the Dubai Data and Statistics Establishment;
Decree No. (22) of 2009 Concerning Special Development Zones in the Emirate of Dubai; and
The legislation establishing and regulating free zones in the Emirate of Dubai,
Do hereby issue this Law.

This Law will be cited as “Law No. (22) of 2023 Concerning the Dubai Digital Authority”.
The following words and expressions, wherever mentioned in this Law, will have the meaning indicated opposite each of them unless the context implies otherwise:
UAE: | The United Arab Emirates. |
Emirate: | The Emirate of Dubai. |
Ruler: | His Highness the Ruler of Dubai. |
Crown Prince: | The Crown Prince of Dubai. |
Government: | The Government of Dubai. |
DDA: | The Dubai Digital Authority. |
Director General: | The director general of the DDA. |
Government Entity: | Any of the Government departments; public agencies and corporations; Government councils; public authorities, including the authorities supervising Special Development Zones and free zones, such as the Dubai International Financial Centre; or other public entities affiliated to the Government. |
Judicial Authorities: | This includes the Dubai Courts and the Public Prosecution. |
Private Entity: | Any for-profit or non-profit non-government legal entity, including sole proprietorships. |
Vital Private Sector Entity: | A Private Entity classified as a vital entity as per the classification system approved by the Director General. |
Affiliated Entities: | The entities affiliated to the DDA pursuant to this Law. |
Digital Transformation: | All means supporting the transformation of the Emirate into a digital city, including technical infrastructure; Digital Services; digital applications; Digital Data Platforms; and information technology and Data protection policies and strategies. |
Digital Services: | Any of the Government, judicial, or non-government services provided to Customers through Digital Channels. |
Digital Channels: | Websites, digital applications, and other media through which Digital Services are provided and made available. |
Digital Platform: | A digital system adopted by the DDA for providing Digital Services, which comprises hardware, software, networks, storage systems, and a connectivity and communication website. |
The provisions of this Law apply to the Dubai Digital Authority established pursuant the above-mentioned Law No. (1) of 2021 as a public authority having legal personality and the legal capacity required to achieve its objectives and perform its functions under this Law, the resolutions issued in pursuance hereof, and other legislation in force in the Emirate. The DDA is hereby affiliated to the Crown Prince.
The head office of the DDA will be located in the Emirate. Other branches of the DDA may be established within the Emirate pursuant to a resolution of the Director General.

With the exception of the resolutions which the Crown Prince or his authorised representative is exclusively authorised to issue under this Law, the Director General will issue the resolutions required for implementing the provisions of this Law.
This Law comes into force on the day on which it is issued, and will be published in the Official Gazette.
