SLC and Dubai Future sign MoU to collaborate in legal and institutional fields

The Supreme Legislation Committee in the Emirate of Dubai (SLC) signed a memorandum of understanding (MoU), with the Dubai Future Foundation (DFF) to set a framework for future collaboration in the legal and institutional fields. The MoU was signed on the sidelines of the Legislative Week 2022, organised by the SLC General Secretariat.

The MoU was signed by H.E. Ahmad Saeed bin Meshar Al Muhairi, SLC Secretary General, and H.E. Khalfan Juma Belhoul, CEO of the DFF. The MoU establishes a framework for cooperation between both parties, focussing on areas of mutual interest, including those related to updating the legislation in force in the emirate to keep pace with the modern innovations.

Moreover, the MoU provides for exchanging information and sharing knowledge, best practices, studies, research, and upcoming reports on futures studies, as well as collaborating on drafting legislation aimed at leveraging modern technology to drive the vital sectors in the Emirate of Dubai.

Commenting on the signing of the MoU, H.E. Al Muhairi said: “We are pleased to have signed this MoU with the DFF as it will enhance and push forward our cooperation in the institutional and legal fields. The SLC and DFF are strategic partners sharing future-oriented vision and objectives to establish a robust organisational and legislative system that contributes to the achievement of the ambitious national strategies, particularly those related to the economy of the future.”, adding: “This cooperation is a valuable addition to the partnerships that the SLC has established with the leading entities within the public and private sectors, and is hoped to contribute to revamping the legislative system so that it can embrace the fast-paced present and look ahead to the future. We will keep strengthening our cooperation with government entities across a range of sectors and broaden our collaborative efforts to develop an agile and proactive legislative system.”

For his part, H.E. Belhoul, CEO of the DFF, said: “One of the most important pillars of managing future cities and ensuring success of investments in the technological and economic domains is developing agile legislation that can accommodate rapid changes.”

H.E. Belhoul elaborated, saying: “Our strategic partnership with the SLC ushers in a new phase in the process of developing Dubai's legal and organisational systems, and establishes a flexible and all-encompassing framework for developing future governance strategies based on an ambitious vision that ensures advancing innovation and accelerates the development, testing, and adoption of modern technologies, building on an ambitious vision for better future and for making Dubai a global role model city for cities of the future and proactive and agile governments.”, adding: “This MoU will further enhance our efforts to develop a streamlined and expedited legislative process that can cope with modern innovations, enabling proposals of draft legislation that facilitates the adoption of modern technologies in vital sectors and supporting the promising digital economy. The MoU also provides for exchange of information and knowledge on potential future variables that will warrant the development of new legislation, and for conducting sandbox implementation of this legislation to assess its impacts at all levels.”

Under the MoU, the SLC and DFF will share the data and outcomes of sandbox implementation of legislation and the findings of the regulatory impact assessments; of the SLC will seek assistance of experts and specialised advisors of the DFF; the SLC and DFF will exchange information about future changes that warrant the development of supportive legislation; and implement programmes and hold events that will further enhance their cooperation.
