The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC General Secretariat) and the General Secretariat of the Federal National Council (FNC General Secretariat) signed at the SLC offices a memorandum of understanding (MoU) to further strengthen their strategic partnership and promote mutual cooperation in enhancing their legal, legislative, institutional, and research performance and achieving strategic integration. The MoU was signed by H.E. Ahmad Saeed bin Meshar Al Muhairi, SLC Secretary General; and H.E. Dr. Omar Abdulrahman Alnuaimi, FNC Secretary General.
The MoU sets the framework for collaboration between the two parties and shows their commitment to adopting best practices with a view to advancing legal, legislative, institutional, and research performance.
H.E. Dr. Alnuaimi affirmed: “This MoU contributes to the development of collaboration between the FNC and the SLC in areas of mutual interest such as conducting social, economic, and legal research and studies, as well as consulting on legal advice and opinion memoranda. The MoU will facilitate exchange of insights and ideas between the FNC and the SLC regarding legislation and will achieve benefits for both parties in legal expertise and legal training.”

The FNC General Secretariat endeavours to harness all capabilities to assist the FNC in exercising its legislative, oversight, parliamentary, and diplomatic powers that support the national development drive.”, H.E. Dr. Alnuaimi added.
H.E. Dr. Alnuaimi elaborated that the FNC General Secretariat’s Data Centre maintains copies of all federal legislation and all the issues of the UAE Official Gazette since it was first published in December 1971. H.E. Dr. Alnuaimi said that the Data Centre has a database of all local legislation issued by various emirates, in addition to specialised academic, legislative, and legal journals and periodicals issued by international, Arab, and local research centres and institutions. He noted that the specialised researchers in the FNC General Secretariat have outstanding technical expertise in conducting technical research to support the FNC in its legislative, oversight, parliamentary, and diplomatic functions. “We commend the SLC for playing a key role in the Emirate of Dubai by keeping up with the Emirate’s fast-paced developments in various sectors,” H.E Dr. Alnuaimi concluded.
For his part, H.E. AlMuhairi said: “We are honoured to sign an MoU with the FNC General Secretariat. This MoU will help promote bilateral collaboration and forges a strategic partnership between the parties. The MoU will further the efforts aimed at improving the efficiency of legal, institutional, research, technical, and training performance, reflecting a shared commitment to achieve sustainable development of the Dubai legislative system.”
H.E. AlMuhairi added: “The MoU is aimed at improving the legislative process and developing a robust legal system. The MoU will pave the way for increased levels of coordination and exchange of knowledge and expertise, as well as development of legislative, legal, and training capacities of both parties. The MoU holds a strategic significance as it coincides with the start a new phase in the UAE’s comprehensive development process, in line with the forward-looking vision and insightful directives of our wise leadership. Our collaboration will contribute to the development of a legal infrastructure that aligns with the UAE aspirations for the next 50 years. We, at the SLC, look forward to building on our strategic partnership with the FNC General Secretariat, as a testament to our commitment to working in synergy with various government entities and institutions to ensure achievement of our vision to develop an agile, future-prepared legislative system.”
