SLC launches ‘Study of Legislation from a 3D Perspective’ initiative

As part of the UAE Innovation Month 2022, the General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) launched on February 24, 2022, an initiative dubbed ‘Study of Legislation from a 3D Perspective’, in the presence of the SCL Secretary General and a number of SLC legal advisors and officers. This initiative reflects the SLC’s commitment to contribute to this significant national event, which is a unique opportunity to instil the culture of innovation in the UAE, and to develop future-ready solutions in support of sustainable development at the national level.

The aim of the initiative is to promote the study of legislation from all the relevant formal and legal aspects before it is issued. This involved highlighting all relevant aspects that have to be considered in the process of studying or drafting legislation while ensuring that these aspects are comprehensive, up to date, and modern. The initiative was also followed by a brainstorming session to discuss these aspects and examine and discuss practical examples.

H.E. Ahmad Saeed bin Meshar Al Muhairi, SLC Secretary General said, “This initiative translates the words of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai when he said that “the flexibility of legislation and spectacular achievements are at the core of our work.” The ‘Study of Legislation from a 3D Perspective’ initiative reflects the dynamic approach of our wise leadership aiming at upgrading the legal and legislative system and providing sustainable and balanced legislation that keeps pace with the requirements of rapid developments in the UAE and enhances its future readiness. The aim is to build a platform for legal knowledge, and explore innovative solutions, tools, and methods that will contribute to the study of legislation before it is approved.”

Najat Al Amri, Head of Government Infrastructure and Regulatory Legislation Section, Legislation Directorate said, “We wanted to launch the ‘Study of Legislation from a 3D Perspective’ initiative during the UAE Innovation Month to demonstrate that legislative work can be carried out with more creativity, aligned with recent developments, rather than in the traditional style in which it has always been conducted. The SLC promotes creativity and innovation in legislative work and has the utmost faith and confidence in the ability of staff members to transcend these traditional methods and concepts of legislative work to provide a more innovative and holistic point of view. It provides them with ample space to explore new horizons and seek new opportunities in the development of legislative work.”

The initiative focussed on the process of considering the legislation regulating certain Government Entities with a view to determining the relevant formal and legal standards governing these entities, which cover all regulatory aspects affecting the drafting of legislation, including the financial and legal impacts and other aspects related to human resources.
