The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) and the Dubai Sports Council (DSC) have signed today [xxxx] a Memorandum of Understanding (MoU) to enhance bilateral cooperation between the two parties. The MoU is aimed at developing the legislative process, improving the legal system, ensuring optimal implementation of legislation, and improving institutional performance. 

This collaboration is in line with the SLC commitment to fostering strategic partnerships focused on developing viable and balanced government legislation, in support of the ambitious development process spearheaded by the Emirate of Dubai. 

Under the MoU, the SLC and the DSC will collaborate to develop a more advanced legislative framework through facilitating communication of information and data, exchange of opinions on draft legislation, as well as proposing new legislation that support sustainable development. In respect of ensuring optimal implementation of legislation, both parties to the MoU have committed to availing of each other’s legal expertise and to enhancing cooperation in the field of legal training. Under the MoU, the SLC and DSC have pledged collaboration in the field of promoting legislative awareness through publishing the Official Gazette on various existing and future platforms and systems.  

H.E. Ahmad Saeed bin Meshar Al Muhairi, SLC Secretary General, said: “Signing this MoU with the DSC is a testament to the SLC’s commitment to forge strategic partnerships with both the public and private sectors to engage them in developing the legislative process. Concerted efforts are of paramount importance to developing the legal system and ensuring proper implementation of legislation by developing agile and forward-looking legislation that best serves vital sectors and supports future the UAE aspirations, in support of the strategic national plans of the Emirate of Dubai and the UAE.” 

Bin Meshar added: “The significance of our new partnership with the DSC lies in that it is hoped to achieve a qualitative leap in the areas of promoting legislative awareness, conducting comprehensive legal research and studies, and enhancing institutional training, with the ultimate objective of achieving comprehensive development. We reaffirm our commitment to work closely with our partners in the DSC to propose and review draft legislation that are in line with the DSC ambitious vision of becoming a global hub for sports events by creating a modern and competitive sports environment supporting the ultimate goal of enhancing Dubai’s sports achievements at the global level.  We, at the SLC, will continue to provide all the knowledge, expertise, and resources necessary to create a distinct legislative and institutional environment that supports our vision of a developed legislative system that meets the needs of a fast-paced present and looks ahead to future challenges.”

From his part, H.E Saeed Hareb, DSC Secretary General, said: “We are pleased to sign this MoU with the SLC being the competent entity in charge of drafting legislation on various fields and sectors, including the sports sector. The MoU is the culmination of our mutual cooperation with the SLC, having worked together on issuing laws, regulations, and pieces of legislation that contribute to promoting the sports sector to the level that we all aspire to, in line with developments in all areas of life in Dubai.”

Hareb added: “Legislation is a cornerstone for achieving any development in work system; it streamlines efforts, establishes mechanisms, regulates work ensuring optimisation of resources. Legislation is an important point of reference for key industry players in the sports sector as it helps boost Dubai's position on the local and international sports arena, which will increase the sector’s contribution to the emirate’s GDP and to achieving community happiness, in line with the vision of the UAE wise leaders.”

The SLC and the DSC reiterated their commitment to cooperating to increase knowledge in the field through legal research and studies, exchange of legal and institutional publications and research, as well as contributing to development projects, whether legal or supporting legal work. The MoU is also hoped to improve the legal institutional performance through exchange of legal expertise and broader scope of institutional training, in addition to participating in conferences, seminars, lectures, and interactive workshops that benefit both parties.
