SLC organises programme on legal opinion drafting techniques with participation of 29 government entities

The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) organised a programme on the techniques of drafting legal opinions in which 29 Dubai government entities participated. The programme is organised within the framework of the SLC’s ongoing commitment to legislative capacity building with a view to achieving a promising legislative future in line with the ambitious development plans pursued by Dubai. The programme, which was moderated by Legal Advisor Dr. Yahia Abdulla Al-Adwan and attended by the SLC General Secretariat staff, introduced the best practical methodologies and technical rules for drafting legal opinion memos, including identifying facts, assimilating the legal grounds that constitute the basis for drafting legal opinions, analysing applicable legislative provisions and applying them to the relevant case, and drawing logical conclusions from them in an objective manner.

H.E. Ahmad Saeed bin Meshar Al Muhairi, SLC’s Secretary General, explained that the importance of the initiative comes from its pivotal role in providing legal experts with up-to-date knowledge and the skills needed to draft legal opinion memos in order to support the process of upgrading the legislative system to produce balanced and sustainable government legislation in line with Dubai Plan 2021. He added that the broad participation of Dubai government entities reflects a shared commitment to enhance integration and coordination in capacity building and legal expertise development in support of the national agenda of building a transparent and reliable government that seeks to enforce laws and government regulations in an orderly and equitable manner to ensure that rights are preserved, and happiness and well-being are achieved, in the community.

Bin Meshar added: “This programme adds up to our efforts to spread up-to-date legal knowledge and provide legal professionals with the best practical methodologies and objective methods that will develop the legislative process in support of building a sound legal system that translates the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai (May Allah protect him), which is spelled out clearly in the Fifty-Year Charter, and which clearly aims to position Dubai as a flourishing city where the rule of law, justice, tolerance, and prosperity take pride of place.”

For his part, Dr. Al-Adwan added: “The programme presented an ideal opportunity to acquaint legal professionals, SLC employees, and Dubai government staff with modern practical methodologies for drafting legal opinion memos; thus enabling them to develop the analytical and deductive skills required for providing highly objective and reliable legal opinions. Furthermore, it was a successful step forward as we continue to launch similar initiatives with the participation of Dubai government entities. This will allow us to continue to focus on enriching, spreading, and localising legal knowledge while promoting the use of modern tools to support the process of drafting legislation that maintains pace with current trends and aligns with the aspirations of our wise leadership”.

The Legal Opinion Drafting Techniques Programme dealt with a wide range of interesting topics, including an introduction on legal opinion memos, the features and drafting methodologies of legal opinion memos, and the qualifications and skills of legal opinion drafters. The programme also addressed the pitfalls that may be encountered in this process, and concluded with a series of practical applications on preparing and drafting legal opinion memos.
