SLC discusses concerted efforts, exchange of knowledge during annual Legislative Audit Directorate event

​The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) held the annual event of the Legislative Audit Directorate themed 'Concerted Efforts and Knowledge Exchange'. The event was held virtually in the presence of H.E. Ahmad Saeed bin Meshar Al Muhairi, SLC Secretary General, senior officers and employees, and a number of renowned speakers. The event attracted high-level participation of representatives of 32 Government entities which are subject to legislative audit in Dubai.

The event, which was held through Microsoft Teams in adherence to COVID 19 precautionary measures, witnessed extensive discussions on the importance of achieving legislative compliance, as well as called for enhancing communication as an effective means of facilitating the exchange of success stories and best practices in achieving the goals of legislative audit. The event highlighted legislative audit as instrumental in ensuring the optimal implementation of the legislation in force in Dubai and establishing a pioneering, transparent, and reliable government.

In his opening speech, H.E. Al Muhairi underlined the importance of joint efforts of Dubai Government entities to achieve legislative compliance, which is essential for ensuring proper implementation of legislation that supports the Emirate of Dubai's drive towards comprehensive and sustainable development, in line with the ongoing preparations for the next 50 years. Al Muhairi pointed out that preparations for this ambitious strategic plan require drafting new forward-looking legislation that keeps pace with the development requirements aimed at shaping the future of the UAE, while maintaining team spirit, in line with the sound directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

Al Muhairi added: "Dubai is taking proactive steps towards strengthening legislative audit, to ensure and follow up the proper implementation of applicable legislation by government entities in the Emirate of Dubai. This will contribute to establishing an excellent government that ensures the happiness and welfare of society. Like its predecessors, this year's event is as an ideal platform for presenting ideas; discussing the best ways to enrich legislative knowledge; and facilitating the exchange of best practices and success stories among the government entities that are subject to legislative audit, in order to achieve 100% legislative compliance."

Al Muhairi concluded: "We look forward to continuing closer integration and more fruitful cooperation with government entities to implement the legislative audit plan, while also harnessing modern technology in developing and strengthening the role of the legislative audit system. This will ensure the achievement of the desired results of applicable legislation and support the nation's efforts to uphold justice and the rule of law."

The discussion sessions covered several topics, the first of which was titled "Continuous Efforts to Achieve Compliance," presented by Marwa Ibrahim, Head of the Evaluation and Follow-up Section at the Legislative Audit Directorate. The session reviewed the most prominent achievements and outcomes of legislative audit in 2020 compared to the years 2018 and 2019. The outcomes revealed a growth in government entities' compliance rates thanks to legislative audit. These outcomes can be attributed to the concerted efforts between the SLC and the entities which are subject to audit. Legislative audit is a participatory process that cannot be completed without the government entities' cooperation with, and responsiveness to, the SLC Legislative Audit team.

The second discussion session titled "A Success Story Shared is Knowledge Gained by All" was led by Bashayer Al-Obaidli, legal officer at the Legislative Audit Directorate. The session discussed ways to encourage the Government entities subject to audit to exchange their knowledge and share their success stories to ensure compliance with the legislation in force in the emirate. Furthermore, it enabled the participating Government entity representatives to share their feedback on the legislative audit system.
