SLC to host key government entities during a workshop on ‘Legislative Audit Transparency Standards’

The Supreme Legislation Committee in the Emirate of Dubai (SLC) has completed all preparations to host a workshop on ‘Legislative Audit Transparency Standards’, which will take place on April 29 at the Shangri-La Hotel Dubai. The workshop is one of the SLC initiatives to enhance effective communication with government entities with a view to strengthening the SLC Legislative Audit Directorate’s role in reviewing and developing legislation, ensuring the proper implementation of legislation in accordance with international best practices, and ensuring that the provisions of all legislation are consistent with applicable local and federal legislation.

The workshop will focus on three main themes, namely ‘Legislative Audit Transparency Standards’; ‘Publication in the Official Gazette, the Obligation to Publish Legislation in the Official, and the Legal Effects of this Publication’; and ‘A Practical Exercise on Preparing Legislative Audit Reports’.

H.E. Ahmad bin Meshar, SLC Secretary General, said: “Hosting a workshop on ‘Legislative Audit Transparency Standards’ is part of the SLC commitment to empowering the Legislative Audit Directorate to perform its work with the maximum efficiency; and providing the directorate with the knowledge and practical experience necessary to follow up the effective implementation of legislation by government entities. This is in line with the UAE efforts to build a pioneering, transparent, and reliable government that ensures fair and reliable implementation of legislation with a view to bringing happiness to the people and ensuring the well-being of society in accordance with the objectives of the Dubai Plan 2021.

Bin Meshar added: “We look forward to hosting all Dubai Government entities concerned with legislative audit in the upcoming workshop, which will be a major boost to consolidating, directing, and mobilising joint efforts to develop pioneering legislation and provide sound and effective legal opinions that support Dubai's comprehensive development march in line with the vision of our wise leadership. We are confident that the discussions during the workshop will yield positive results that are aligned with our aspirations for proper legal assimilation and implementation of existing legislation. This is in line with our vision of developing legislation that anticipates and addresses the present and future needs.

It is noteworthy that the workshop will discuss the importance of publication of regulatory resolutions in the Official Gazette of the Government of Dubai and the legal effects of that publication. The workshop will also discuss the transparency standards as amongst the key standards based on which legislative audit is conducted. This involves verifying codification by government entities of their functions and procedures and the obligations they impose on their clients; and verifying that the legislation of these government entities are available and accessible to their clients through appropriate channels.
