Mohammed bin Rashid issues Resolution on the usage of security cameras to document Dubai Police activities

​In his capacity as Ruler of Dubai, Vice President and Prime Minister of the UAE His Highness Sheikh Mohammed bin Rashid Al Maktoum issued Resolution No (14) of 2020 on the usage of security cameras to document Dubai Police activities. The Resolution aims at improving the quality of services offered by Dubai Police, offer better transparency and accountability and thus may improve law enforcement legitimacy and provide better documentation to help confirm the nature of events and support accounts articulated by officers.

According to the Resolution, Dubai Police may use security cameras within the scope of their authorities and competencies; including traffic violations and insuring legitimate policing activities and practices.

The Resolution obligates Dubai Police officers using security cameras or security footage to respect the applied legislations, and most particularly the legislations that protect people’s privacy. The officers also cannot deliver, transfer, store, transmit or publish any security footage unless they obtain a written authorization from the investigation authorities at Dubai Police or the competent judicial authority. Additionally, Dubai Police officers will treat the security footage as highly confidential materials, submit the security cameras memory cards to the authorized Dubai Police department upon request, use personal equipment only in official matters and obey any instruction issued by Commander in Chief of Dubai Police in this regard.

Pursuant to the Resolution, and without prejudice to the civil and penal responsibilities, any Dubai Police officer violates the articles set forth in this Resolution will be subject to the Dubai Police disciplinary procedures. Commander in Chief of Dubai Police will issue all required bylaws to insure the implementation of this Resolution. The Resolution will be published in the Official Gazette and considered valid from the date of publication.
