SLC unveils ‘Legislative Audit Plan 2019’ during its annual meeting entitled “Legislative Compliance is a Government Objective”

​The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) recently held the annual legislative audit meeting entitled "Legislative Compliance is a Government Objective". The meeting was attended by representatives from 39 Dubai Government entities. The meeting attendees reaffirmed their continued support for the SLC's endeavours to ensure legislative compliance, in line with the objectives of the Dubai Plan 2021, namely to create a leading government that ensures fair and reliable implementation of legislation while safeguarding the rights of all members of society.

 His Excellency Ahmad Bin Meshar Al Muhairi, SLC Secretary General revealed the legislative audit plan for government entities for 2019. Al Muhairi expressed confidence in the SLC's preparedness to implement the plan utilising the tools of digital transformation. The SLC has already launched the Legislative Audit System (LAS) during GITEX 2018 in the presence of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and Chairman of the Supreme Legislation Committee.  The LAS is a smart electronic platform which will ensure effective implementation of legislation by the government entities in various vital sectors in Dubai.

 Bin Meshar said: "The annual meeting is an important platform through which we seek to concert and coordinate efforts with the concerned government entities in the Emirate of Dubai to improve the legislative system that supports the endeavours aimed at building a model government that serves the people and strives for their happiness." During the last meeting, a detailed presentation was delivered on the role of audit in ensuring proper implementation of legislation by local government entities, in line with one of Dubai Plan 2021's main themes, namely: "An Excellent and Pioneering Government", with a view to achieving the ultimate goal of becoming: Transparent and Reliable. Al Muhairi reaffirmed: "We are determined to continue making achievements in ensuring full legislative compliance by the Dubai Government entities through the Legislative Audit Plan 2019, which will undoubtedly be an advanced step in enhancing the effectiveness of local legislation by ensuring its proper implementation."

 Dr. Belaisha Al Ketbi, Director of the SLC Legislative Audit Directorate, highlighted the outcomes of the SLC's legislative audit of 15 government entities during 2017 and 2018, through which 320 pieces of legislation relating to various vital sectors have been reviewed with a view to ensuring the consistency of the procedures and resolutions issued by the audited government entities with the legislation in force in the Emirate of Dubai. Dr. Belaisha emphasised the importance of continued cooperation and coordination between the SLC and local government entities to create a distinguished legal environment through developing pioneering legislation and issuing effective sound legal opinions, in line with the directives of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

 Dr. Belaisha explained the legislative audit policies and their impact on proper implementation of legislation, elaborating on the objectives of legislative audit and the standards adopted in accordance with the approved audit plan. "The meeting focused on the challenges faced by government entities in ensuring the proper implementation of the legislation in force and aligning their resolutions and procedures with the legislative provisions. The SLC is committed to continuously developing the legislative process to ensure issuing legislation that embraces present realities and looks ahead to the future," added Dr. Belisha.

 During the meeting, the Dubai Municipality, Dubai Government Human Resources Department, Dubai Land Department, Dubai Electricity and Water Authority have also showcased their successful experiences in complying with the legislative audit procedures and reviewing their resolutions and procedures with the concerned organisational units, as well as the benefits achieved by implementing the legislative audit policy. They also highlighted key initiatives and practices in the field of legislative compliance.
